Chlorinated polyolefin has been the standard way to get paint, ink and adhesive to hold on polypropylene since the chemistry was commercialized. It works because chlorinating the polyolefin backbone makes it polar enough for the coating while leaving it compatible enough with the substrate to anchor into it. Nothing has replaced that mechanism.
What changes is who is allowed to use it. A chlorine constraint on a formulation normally comes down from a customer specification, a corporate materials policy, or a review of halogen content in a finished article. A single rule banning the chemistry outright rarely triggers it. Either way a working adhesion promoter has to come out, and whatever replaces it has to hold the same adhesion.
Tramaco has aimed its recent development at the chlorine free side of the range. Seven grades on its current tables do not appear in its own 2015 product introduction, and five of the seven carry no chlorine: the 9351 W 30, 9500 W and 9700 W dispersions in the molded parts case, and 9352 W and 9703 W among the film primers.

Request a SampleThe chlorine free grades are modified polyolefins, written APO on Tramaco's own data sheets and sometimes called amorphous or non-chlorinated polyolefin elsewhere. They reach adhesion the same way the chlorinated grades do, by being close enough to the substrate polymer to entangle with it while carrying enough polarity to bond into the coating above. The difference is that the polarity is built in without chlorine on the backbone.
TRAPYLEN 920 X and 950 X both run at 10 percent solids in xylene and differ by crystallinity: 920 X uses the amorphous polymer, 950 X the crystalline one. Pick between them on compatibility in your own system, not on a performance ranking. TRAPYLEN 911 S carries the same chemistry as a solid resin, for formulators who dissolve into their own solvent.
On the water side the range runs wider. The dispersions are APEO-free across the board, at 30 percent solids in the molded parts case and 12 percent as ready-to-use film primers. One of them, 9351 W 30, is crosslinkable, so a two-component route to higher chemical and heat resistance stays available without going back to chlorine.
For reference, the chlorinated grades this range replaces are maleic anhydride grafted chlorinated polypropylene, CAS 68609-36-9, and straight chlorinated polyolefin, CAS 68442-33-1. Chlorine content across Tramaco's chlorinated range runs from 2.5 percent up to 43 percent, and that spread is why a conversion gets confirmed on a panel.

If the specification limits chlorine without excluding it, TRAPYLEN 8000 carries 2.5 percent and TRAPYLEN 777 carries 5 percent, against the 20 to 43 percent the workhorse grades run. Both crosslink, and 777 reacts with polyisocyanates. Values here follow Tramaco's published typical figures; ask for the current data sheet on any grade and we will send the revision that is live today.
Surface preparation. The chlorine free TPO primers want the film physically pretreated, corona to a surface tension of about 50 millinewtons per meter, before the primer goes on. The chlorinated grades are more forgiving on that point. If your line already runs corona this costs nothing, and if it does not, settle it before the trial.
Surfactant, on the waterborne route. The dispersions carry no surfactant package of their own. They are raw materials for your formulation, not ready-to-use coatings, in the molded parts case. Keep application solids at 10 percent or above so wetting works with a small surfactant addition. An excess of surfactant costs adhesion between the primer and the coating above it, which is the failure that gets blamed on the primer.
Printing ink is the exception. The grades Tramaco recommends for adhesion additives in printing inks are all chlorinated, and the honest answer is that the chlorine free range does not yet cover that case the way it covers molded parts and film. The one crossover is 9350 W, which Tramaco lists as an adhesion promoter in inks and paints at around 30 percent of the formulation as well as a film primer. Waterborne grades ship in PE drums and the solvent grades in iron drums, with other packing available on request. Storage is at least six months in closed original packing at 15 degrees C, and the waterborne grades have to be protected from frost. APO is a modified polyolefin with no chlorine at all. Higher chlorine buys compatibility with other resins, pigment wetting, gloss and chemical resistance, which is why a conversion is confirmed by trial rather than assumed.
